Bill Seeking to End Election of County Superintendents Unlikely to Succeed

At this point, it appears unlikely that House Bill 434 will make it out of the House before the current session ends June 15th.

That Bill, sponsored by Representative Steve McMillan of Baldwin County, would make the position of County School Superintendent solely an appointed one. Alabama Association of School Boards Executive Director Sally Howell told al.com the selection of superintendents should be based on qualifications and student needs – not political considerations.

Alabama, Florida & Mississippi are the only remaining states in which there are still elected county school superintendents. Alabama still has a total of 37 elected superintendents and that includes Cherokee County.

McMillan says he’s been trying the get the Bill passed for almost two decades – adding that there are some 16,000 school districts across the country, and 99% of the superintendents are appointed rather than elected.

He summed it up by stating the election of superintendents is – very simply – an antiquated system.

Eric Mackey, the Executive Director of School Superintendents of Alabama says his group is neutral on the bill at this point, and two-thirds of the superintendents statewide supported the bill while the remaining one-third did not.

Representative McMillan says he will introduce the Bill every year until it passes.
