MISSING: 13 year old Emilia Newman ran away from Powell at 3:30 pm.
Newman took 3 year old Jacobey Stewart with her.
Jacobey needs daily medicine for his kidneys.
The two are believed to be driving a Light Green Mercury Mariner with tag number 28BK859.
Newman has ran away to Chattanooga in the past.
