Five Indicted (Three from Hays State Prison) on Federal Drug Trafficking and Bribery Charges

Three Hays State Prison inmates, a Valdosta State Prison inmate – and an accomplice – have all been indicted on federal drug trafficking and bribery charges.

Jeffery Deroy Lewis – an inmate at Valdosta State Prison – along with Octavius Henry, Alexis Jay Stokley, and Khalid Eugene Mouton, inmates at Hays State Prison – and one accomplice identified as Jessica Corley Stokley, have been charged with conspiring to smuggle narcotics into Hays State Prison by bribing corrections officer Voltaire Peter Pierre.

In Federal Court, the prosecutors said that the inmates allegedly smuggled drugs and contraband into the prison by using hidden cell phones to coordinate the crime.  The group is accused of smuggling methamphetamine, cocaine and marijuana, along with other contraband into Hays from June 2018 through October 2018.   Using contraband cell phones and coded e-mail messages – sent via the prison e-mail system – they arranged for drugs and other contraband to be dropped at the home of Corrections Officer Pierre,  who later smuggled the packages into the prison.  The inmates then transmitted drug payments, and bribe payments, to Pierre through a combination of pre-paid debit cards and a payment app.

Pierre pled guilty to Trafficking Methamphetamine, Crack Cocaine and Marijuana on October 17th of 2019.
