Valley Head Man Arrested For Having Inappropriate Activity With Minors On Social Media

The DeKalb County Sheriff’s Office was recently alerted by the Federal Bureau of Investigations that 43 year old Valley Head resident James Hulgan had been having inappropriate activity involving minors on a popular social media account, Kik Messenger. 

Kik messenger, commonly called Kik, is an instant messaging mobile app that can be used on both androids and iphones.  On this app, you do not have to link your phone number or use your real name. 

After an in-depth investigation by the FBI and the DeKalb County Sheriff’s Office, a search warrant was executed on May 14, 2018 at the residence of James Hulgan on County Road 751 in Valley Head.  

Hulgan was arrested on the same date and charged with 2 counts of possession of obscene matter containing visual depiction of a person less than 17 years of age.  Hulgan who is currently a registered sex offender in DeKalb County is being held in the DeKalb County jail awaiting bond.

Sheriff Jimmy Harris says” I want to thank the DeKalb County Sheriff office investigators and the FBI in the hard work put forth into this case.   There are many different apps on social media now and you never know who you are dealing with on these sites.  Parents need to be aware of what sites or apps your child is using while on their phones. “
